Dolphin 21.12.2.1 hotfix release

Dolphin is KDE's file manager. This hotfix release changes the URL for the 
service menu knsrc file away from the legacy endpoint, causing a 
considerable
load on download.kde.org. In addition it also includes a fix for 
https://bugs.kde.org/show_bug.cgi?id=443253.
Please update your packages as soon as possible.
