Including KDevelop in KDE Gear (for 21.12)

(now you see I myself only build kdevelop repeatedly, not the PHP support 
plugin, because no web dev, and my pre-morning-coffee grep skills suck)

And also used for kdev-php. Still, no need for continuous releases of 
kdevelop-pg-qt.
