KDE release 19.12.2 packages available for packagers

The cause of this is known and is the result of changes in Frameworks
to eliminate the dependency on D-Bus.
It also affects Dr Konqi, Ruqola and Skrooge.

The correct fix for this is in Frameworks, so it shouldn't pose a
problem for the Applications release.
