KDE release 20.03.90 (20.04-rc) packages available for packagers

Hello packagers,

*.tar.xz files at "unstable/release-service/20.03.90".

Known issues:

* Umbrello fails to install because it fails running its Doxygen
     API generation, see https://bugs.kde.org/show_bug.cgi?id=419202
     (the bug says FIXED, but CI still complained)

     A workaround is to disable Doxygen by passing -DBUILD_APIDOC=off
     to cmake at configure time.

Many changes since the beta, please test thoroughly and report issues.
Release for the RC is planned later today.
