e.v. votes can be used for whatever we want.  It would much rather
there was a conclusion through only conversation but I don't see that
happening by nature of the dispirate topic, there's no clear
maintainer for all of the apps structure, and even the Phab work item
doesn't have a clear tag it can be given.
