No, it is not. That's an unreleased version of KDocTools, and Plasma do not 
need to depend on it.
Also, the same issue will happen with KDE Applications.

Basically Indonesian documentation for a certain application can be generated 
only when that application depend on a KDocTools version with the fix.
This should be improved for the future, but at this point there is no much to 
do than remove the generated Indonesian documentation for now.
