KDE Applications 19.04 proposed schedule

I'm unclear about what "All deadlines are due 23:59 UTC" means since
that suggests the release or whatever happens the day following the
date given which isn't what is happening.  For Plasma I use midday GMT
and that gives me time to do the stuff on the same day.
