kscd was part of KDE Applications until 17.12 when it was dropped because master was still based on qt4. Now KDE Applications 18.04 is coming and master is still based on qt4. So after missing 2 releases i'll ask sysadmin to move it to playground/ multimedia. Cheers, Albert
