KDE Applications 18.04 RC tagging

Hello developers,

tarballs for the release candidate are created today, 5th of April, two 
hours earlier than planned, at 21:59 UTC (23:59 CEST).

If you have changes that should reach our testers, please commit them now.

For urgent fixes that are committed after 21:59 UTC, respins are made 
tomorrow. Please reply here or write to release-team list if you have 
such changes.
