kdelibs for 17.12

Hi,

we decided to no longer ship applications that depend on Qt4 for the 
17.12 release. Does this also apply to kdelibs itself?

If yes, I suggest that we add some 'unmaintained' notices to the README 
of kdelibs for the final 17.08.3 release.

I could see many distributions needing to ship kdelibs way longer, so to 
avoid fragmentation, my suggestion would be to still accept patches and 
distribute it.
