KDE Applications 17.04.3 packages available for packagers

A note about a potential issue in few packages. The release scripts have been
fixed to ship also the content of localized scripts/ directory from the i18n
branch, in addition to data/.

Unfortunately, due to a regression in KI18n (which provides some macros used
to install the contents), the configuration fails for KI18n 5.34 and 5.35. If
you are hit by this problem, either patch KI18n with
https://phabricator.kde.org/D6331 or (probably better) upgrade Frameworks.

The affected repositories (which ships content from scripts/) are dolphin,
kgeography and step.
