Because it was also part of kdelibs; but I can do some magic mapping, sure, so 
that the translations will be under kde/kdelibs for branches/stable/l10n-kde4 
and under kde/applications for the l10n-kf5 branches.
This was done for other modules which changed classification, I don't 
rememeber why it was not done for for baloo-widgets.
