No, or I wouldn't have proposed it :)

We can script it:
https://phabricator.kde.org/conduit/method/calendar.event.edit/

Either extend this script to create also events in addition to repositories,
or create a totally separate script:
https://cgit.kde.org/repo-management.git/tree/helpers/create-phabricator-artifacts.py
