kde-baseapps

I have ported and bugfixed keditbookmarks in kde-baseapps master.

It's a runtime dependency of konsole, konversation, and other apps using 
KBookmarks.

Is it too late to include kde-baseapps master into Applications/16.08 ?

If so, what is the procedure for making it part of the next release ?
