oxygen-icons & plasma-workspace-wallpapers moved to git

hi Albert,

I'm sorry that the release change. the thing is it is easier for me when
breeze and oxygen had the same release date cause oxygen icons were only
maintained and synced with breeze icons. and sync with the same release
date would be better
