What's up with dolphin?

kde-build-metadata has information about [almost] all the repositories in KDE, 
adding something there doesn't mean you get released with KDE Applications, 

It should have been asked in the release-team list to be released as part of 
KDE Applications.

Can anyone confirm that was an oversight and that dolphin.git should be 
released with KDE Applications 15.08?

P.S: The canonical files for what is released are modules.git and modules.svn 
in the release-tools repository.
