15.04 feature freeze exception for dolphin and dolphin-plugins

Applications 15.04, as well as the dependency baloo-widgets.  Dolphin
integrates with the desktop in various ways and now that we're
shipping Plasma 5 the key applications would benefit from keeping the
tight integration.  I worry that the kdelibs4 version will start to
have problems when e.g. ioslaves behave differently.
