There is no such thing as KDE 4 ;)

There's 3 things we release or used to release with 4.x versions

kdelibs is in maintaince mode
kde-workspace (aka plasma) is in maintaince mode
the rest is getting new releases as usual.

The code you posted think it belongs to kde-runtime so it is fine if you get 
someone to review it and it can be shipped in the next release.
