kdebindings was never part of kdelibs - i.e. the bindings exist, but get 
released separately.

Especially since they typically wrap other libs as well (libkdegames etc.), I 
suspect.

Maybe something to revisit in the far future when all such libs are frameworks 
- and kdebindings is ported to KF5/Qt5.
