I would say yes, but this is a question for the attica maintainers (*), CC'ing 
kde-frameworks-devel instead of these lists, IMHO.

There are quite a few steps to make it a proper framework, I posted the list 
to k-f-d recently and will make it a wiki page as soon as I get an answer on 
k-f-d about where to put it :)

(*) jpwhiting and gladhorn I assume?
