Ah well, that's a bug in systemsettings. We had the same one in KWin and fixed
it in 4.11.6. The problem is that the version number for historic reasons is
taken from kdelibs. But we have the proper version number available - and need
to change that in master anyway.

Yes there is confusion if versions information is incorrect. In case of KWin
we fixed it and I'm happy to fix other applications.
