Moving KDE GTK Config to kde/workspace

Hi,
We've been discussing this in the plasma-devel mailing list, and I'd like
to move KDE GTK Config [1] into kde/workspace, so that it gets released
with the rest of Plasma.

What do I need to do? Is a sysadmin request enough?
