Disable by default KRandR in 4.11

The only thing missing (though I'm a few weeks out of date in my builds of 
this) is a rock solid config UI.. the version I have doesn't make cloning 
screens easy. ... but there is time to make that happen.

Otherwise, MASSIVE +1.
