Fix for nonfree software in repo

No but Kate does have many violations of KDE's licence policy and with
its own licencing.  Much of Kate is LGPL v2 only and this Pate stuff
is LGPL v3 or later.  addons/kate/close-except-like is also GPL 3 or
later.  GPL 2 is incompatible with LGPL 3 so Kate is probably not
compatible with its own licence.

Our policy says everything should be GPL 2 or 3 or later to ensure
minimal problems with licence compatibility when sharing code around
in KDE and to prevent issues like this.
