kactivities appears to have stopped installing the sqlite plugin.

Looking at the build system, whether the sqlite, nepomuk,
activityranking and dummy plugins should be built or not depends on the
value of the KACTIVITIES_BUILD_*_PLUGIN properties, which are defined in
service/CMakeLists.txt but are not set anywhere.
