polkit-kde-kcmmodules editing /usr

These modules have never been released, and last I heard from Dario
they weren't recommended for general usage, so we (Kubuntu) have not
packaged or released them yet. This bug seems like a good example of
the above.
(But obviously, things shouldn't be editing /usr)
