I see your point, but either it is not entirely clear to me what the
review rules are for things which are not applications or libraries of
their own, but rather parts of/plugins for them, or those rules are
ignored all the time.

I'm thinking of the existing Dolphin plugins, which were, to my
knowledge, not in kdereview and not discussed on k-c-d either (please
correct me if I'm wrong). Or the new Solid udisks2 backend in KDE
4.10, which I've never seen discussed on k-c-d (again, please correct
me if I'm wrong), but which, according to what people tell me now [1]
may considerably slow down Dolphin startup in certain not-so-uncommon
use cases if we don't implement our own asynchronous wrapper around
Solid.

But if there are rules, I fully agree with you that they should be followed.
