kdelibs and Qt version dependency

Hi Albert, 

thanks for noticing. I confirmed the issue and I can confirm that 4.8.3 
compiled fine with Qt 4.7.

I think for kdelibs 4.8.4 we should make the dependency on Qt 4.8 optional. 
can we ifdef the change for Qt 4.8? is there a way to fallback ?

I'd be in favor of that change.
