Why are 4.8.80 packages already out in the wild?

Because building packages in Rawhide is not instant. We are still building 
4.8.80 packages. But of course the core parts (including kde-workspace) are 
already built because other stuff (e.g. kdeplasma-addons in the case of
kde-workspace) depends on them.

I will also note that when tarballs get respun, we ALWAYS update the package 
with the new tarball ASAP (even when we already carry the changes as patches, 
in order to ensure our users get only final tarballs) and that users of our 
stable releases NEVER get the releases early. The only place Fedora packages 
of (parts of) 4.8.80 have landed is the development branch Rawhide.
