Why are 4.8.80 packages already out in the wild?

I don't want to blame anyone (that's why I did not name the distros). I want
to know what we can do that versions which should not go to the users end up
on the users's system. And somehow I think it's also in the interest of the
distributions to ensure that packages which should not be used do not get
installed. Just imagine Albert would have called off the release due to severe
data loss issues...
If mistakes happen, we have to identify them and ensure that they don't happen
in future :-)
