kde-base-artwork tarball indeed duplicates content already included in 
kde-workspace-4.7.97's tarball
ksplash/ksplashx/themes/default

I second Jonathan's concerns, and would recommend dropping the separate 
kde-base-artwork too.

(not sure if we ought to be cc'ing kde-packager yet at this point...)
