monolithic (per sebas' offer to continue to do just that, and revisit 
the idea of non-monolithic ones for 4.8).

To be clear, this can make reproducible 4.7.x tarballs, or just 4.7 
branch snapshots? or both?  (Regardless of the answer, the work here is 
appreciated).
