thanks a lot for fixing. I respinned the tarball: 

9dd6475ab8432b528813ec7ec947b6c7  kdegraphics-4.6.5.tar.bz2

And I'll also update kde-l10n to include the build fix for -nl. I'll upload 
this now and plan for announcement tomorrow morning.
