You could comment out the last 2 lines of kdepim-4.5.94.1/CMakeLists.txt
i.e.
#add_subdirectory(po)
#add_subdirectory(doc-translations)

that way, none of the translations will be installed.

I suppose I will no longer provide translations in kdepim4.6 translations.
Or at least, not until I'm sure they are no longer provided in kde-i10n
