meaning of dependency freeze

does dendency freeze mean no new dependencies on things outside kde? or no new 
inter-kde dependencies?

I have a bugfix for code in workspace/libs/kworkspace that.. *can* be done 
without new dependencies, but the Right Way to do it probably involves a dep 
on kdelibs/nepomuk.
