Qt 4.5rc1 and Dropping the Ball

We appear to have totally dropped the ball regarding managing the
upgrade of qt-copy to 4.5rc1 and when code should depend on it. Would
there be any objections to me writing a mail saying that trunk now
depends on 4.5rc1 given that in practice it already does? (though it
might compile against 4.4 too). I can send the proposed email here
before hand for people to critique if desired.
