kdereview exemption for PolicyKit-KDE

The problem is the message freeze, it should be moved into the released 
modules before Beta1 tagging. 

I support granting the exception though, I haven't had a look at the 
implementation yet though. 

I think it should be moved to kdereview and we should target the decision 
about inclusion with Beta2.
