No, instead announce that everything in kdereview at the 7th 23:59 GMT can benefit from a special shortened review period in kdereview. 

Apps/libs could then move to the final destination from the 18th to the 20th 23:59 GMT. So the freezing and tagging can continue as usual and planned on the 21th. If someone raises concerns on kcd, than it's game over and try again for 4.2.

No reason to delay Beta1 IMHO.
