circular dependency between kdegraphics and extragear/libs

After a discussion among Gilles Caulier, Aurélien Gâteau, David Faure, Thiago 
Macieira, Anne-Marie Mahfouf, and myself, that was the decision taken: 
libkipi is now in kdegraphics for KDE 4.1.
