at least kcharselect is a great improvement and well working tool compared to 
the kde3 version. so even without an official maintainer atm, i realy 
wouldn't see the point of getting rid of it.

apps that have bitrotted (e.g. the ones that don't compile or are horribly 
broken) can be moved out, but things like kcharselect should stay.

they also make great recruiting targets, so it is good to at least identify 
them so people can pair themselves up with them.
