KJSEmbed removal part 2

The feedback to the proposal for removal was mainly positive, with the
exception of Sebastian who raised some reasonable problems with the
idea. As a compromise, I'd like to suggest making kjsembed a private,
non-installed library and removing it in 4.1. This will avoid the need
to maintain the api until kde 5.0 whilst still giving people time to
migrate away in a clean fashion.
