As I see in the CMakeFile.text, it is optional:
include (FindKDevPlatform OPTIONAL)
if(KDEVPLATFORM_FOUND)
  macro_optional_add_subdirectory(quanta)
endif(KDEVPLATFORM_FOUND)

Do you want it to remove completely this include until 4.0 is released?
