Hold Kopete out of KDE 4.0 final

why not just make it an optional part of the build, off by default from 
released tarballs? moving things around constantly sort of sucks, imho, and 
if it ends up in keg i'm concerned we'll have a hell of a time getting it 
back in due to some fairly interesting interpretations of what being in 
kdenetwork means by some of the people in the kopete project (e.g. there 
seems to be some level of confusion over being able to do additional 
releases), and i don't think it's in the overall project's best interests to 
not have an IM client that is part of the "recommended set of essential apps"
