[rekonq] git howto draft

Hi,
I've written a first draft on how to use git for rekonq development [1].

It's meant to be discussed in today’s meeting and completed when a final
decision is made. I've added this to the agenda, but I'm afraid I'll
probably wont be able to assist to the meeting. I'll read the logs tomorrow.
