[rekonq] Moving the Encodings menu

Well i cant do it since i dont know any Qt,and i was thinking if we could do
it before we release 0.5 since this is more of a User experience issue,i can
work up a patch only in the next month since i have my exams right now,so if
anyone else is interested they can implement this and ask for a merge,or ill
take it up in the following month.
