[rekonq] KRunner

Hi,

Sorry for a long time pause from my side, Tokamak 3 (plasma devels meeting) 
and a few other things kicked me away from this story.

But, not all is bad.
- During T3, I've made a KRunner integration for Kickoff which could be used 
with some modifications in this case
- And a few fixes have landed in the RunnerManager that will allow us to 
filter the runners we want to use. I think we'll need more changes to RM for 
rekonq, but this was already a big step forward.
