This mockup is not necessarily a feature request.

It is based on Accelerators of IE 8. You can also find this kind of 
feature in openoffice (to edit table for example).

It is an intuitive way for common users to do actions when the global menu is 
not shown.

1) When the user selects a text, a floating button appears. I propose to 
improve the concept of Accelerators of IE by an icon of the most current used 
actions: here "copy".

2) Other actions like search with google can be shown by clicking at the right 
of the floating button.

3) When the mouse is hover the url bar, a "paste" icon appear.
