[rekonq] Customise Toolbars

Please pardon me if this has already been covered but I have been out of 
action for a while with believe it or not, swine flu. I promise bot to cough on 
the list.


Built the latest mainline (had to change required kde version to 3.0) and it 
seems we can no longer customise the actions on the toolbar - is that 
deliberate?
