[rekonq] required KDE Version

Hi,

I just did a git pull today and the current CMakeLists.txt requires kde 
greater/equal than 4.3.1. Here I'm using the ppa backports repository for 
ubuntu where 4.3.0 is installed. 
To be able to get it built, I changed the CMakeLists to require only 4.3.0 and 
it builds just fine.

Staying tuned to kde developer versions is good, but does rekonq really needs 
those bleeding edge versions ?
I think many possible testers get lost then.
