I never said I liked konqueror's current way :-D
I would "vote" for an additional option, where you can decide whether you want to:
1. start with an empty site/your Homepage 
2. directly restore your last session
3. Show a Question dialog on every startup, asking the Questions 1 & 2 (Like Opera does for example)
